Whichever one you choose, choose the perk tree for that. Last perk you'd want is Block, so you can block since you plan on using a shield. TL:DR: One Handed, Heavy Armor/Light Armor, Block. Just level up the tree and you'll do fine. as for stat allocation, if you're using heavy armor, you'll want more into stamina to counteract the con.
